01 Weather, tied to the hours it mattered
A one-word weather note doesn't hold up. Recording conditions, and which hours of the day they actually affected, is what turns "it rained" into evidence a delay was real.
02 Manpower by trade and subcontractor
A single headcount hides more than it shows. Logging who was on site, from which company, doing which trade, is what lets you later prove a crew was short or a sub never showed.
03 Equipment, including downtime
Arrivals, departures, and idle hours all matter. A crane sitting unused for a morning is exactly the kind of entry that supports or undercuts a delay claim later.
04 Delays with a stated cause and a timestamp
"Delayed" proves nothing on its own. The cause, and the time work stopped and resumed, are what let anyone reading the report months later reconstruct how long it actually cost.
05 A comparison to the schedule
Quantities performed that day mean little without something to compare them to. Logging actual work against scheduled work is what shows whether a day was genuinely behind.

What the rules say
How state DOTs require their own inspectors to do this.
There is no single federal rule that dictates what a private contractor's daily report must contain. But public transportation agencies, who run some of the largest and most disputed construction contracts in the country, publish exactly what they require of their own field staff, and it lines up closely with what a delay claim needs.
Oregon DOT: twelve categories, every day
Oregon DOT's Construction Manual, Chapter 12A requires its resident engineers and inspectors to record weather, contractor personnel, and equipment (including a list of equipment downtime and subcontractors) in every General Daily Progress Report. The same entry has to cover the location and quantities of work performed, arrivals and departures of major equipment, and a comparison between the contractor's scheduled activities and what actually happened, with differences explained. On delays specifically, the manual is direct: describe the factors that hindered the contractor's operations, and include the time of suspending or resuming work, with explanations. It also requires a note on any day when no work happened, and why, and reminds inspectors that these reports are public records, so they should contain facts, not opinions.
Wisconsin DOT: what happens when entries are skipped
Wisconsin DOT's contract administration guidance on daily diaries requires a diary entry for every day, tying the controlling operation, hours worked, and any delay reason directly to the hours charged against the contract. Its guidance is explicit about what happens when this slips: if diaries aren't entered regularly, compliance staff cannot accurately monitor and correct discrepancies for the contractor and subcontractors on a weekly or biweekly basis. In other words, the report only works as evidence if it's kept up daily, not reconstructed after the fact.
