What the FLSA actually requires you to record.
The Fair Labor Standards Act doesn't care what tool you use, only that the records are accurate. Its recordkeeping rule, 29 CFR Part 516, lists the basics every covered employer has to maintain for hours and pay, and a time clock app for employees is really just the machine that produces these fields without a human re-typing them:

There's no federal law that bans an employer from requiring a location check when someone clocks in. But "legal everywhere" isn't the same as "unregulated," and location tracking is exactly the kind of feature state privacy law tends to single out.
California requires consent to track a vehicle
California Penal Code Section 637.7 makes it a misdemeanor to use "an electronic tracking device to determine the location or movement of a person," unless the vehicle's registered owner, lessor, or lessee has consented to it. The statute is written around vehicles specifically, so a company truck with employer-installed GPS is a different question from a location ping the app reads off someone's personal phone at clock-in — and it's exactly the kind of distinction that gets missed when a time clock app just ships with location tracking turned on by default.
